How to check if the igniter is working

If the ignitor has enough power to it but won't spark (ignite) then something is wrong with the ignitor. Please see your unit's wiring diagram for wiring details.

Does this make it ignite

Yes it is but all the parts have to work within the system for it to ignite. Replace this part if you know this is the only problem.
